In 1996, Amber Hagerman was kidnapped while riding her bike in Arlington, Texas. Though her murder case remains unsolved, it led to the creation of the Amber Alert system.

A loud noise from people's phones indicates that a child has gone missing. The goal of the alert is to locate the child before it is too late.

The Department of Justice says that the alert system began in Texas in 1996 and has led to the recovery of more than 1,000 missing children.

There was no system of this kind yet. There was little for the police to do but search the surrounding area and hope that she would be found safe.

The remains of Amber were found in a stream of water four days later. She died of stab wounds to the neck.

The case is still not solved to this day.

Diana Simone, a resident in Fort Worth, recalled watching the news coverage of Amber's disappearance in an interview.

Diana called a Fort-Worth radio station with the idea of broadcasting information about a missing child, as well as the suspect's vehicle, so that those driving could take part in the search.

The idea was turned into the amber alert. Emergency response on the air.

The first time the alert was used was when Rae-Leigh Bradbury was kidnapped. An amber alert was sent out the same night as her mother recalled in "Amber: The Girl Behind The Alert." Soon after, a driver called in to report that he had seen the babysitter on the highway.

On the next day, baby Rae-Leigh and her mother were together.

Donna Williams said that it was awesome. My mom and I looked up at heaven and said, "You did it, girl!"

Donna has advocated for the adoption of the amber alert system in all 50 states.
